When having a Fire Detection & Alarm System installed, a homeowner in the UK should ensure that the work is done by an NICEIC approved contractor. On completion of the work the homeowner should be given a Certificate of Design, Installation and Commissioning by that contractor. If the system is being installed as part of a bigger project then it is likely that the Building Control Officer will require a Fire Certificate to be issued separate from the Electrical Installation Certificate prior to issuing their Certificate of Completion.
It is good practice to have the wiring of your fire alarm system tested every 5 years and a new Inspection & Servicing Report issued. Landlords of rental properties are required to have this done annually.

A Fire Alarm Certificate is given to a landlord after a mandatory inspection carried out in accordance with BS5839. These regulations are part of the fire detection and fire alarm systems for buildings; they cover design commissioning and maintenance.
